No.
The DJI apps are for either iOS or Android.
You could potentially run them in an emulator on a PC but they would be laggy and not practical.

If you could how would you maintain VLOS.?

What you can do is preprogram a simple or complicated waypoint flight in LItchi on your PC, and then upload it to your drone. That's pretty awesome, not to mention impossible to do with DJI's software.

You do that via missionhub for litchi and dload via mobile and then to the drone.
