Controller wheel won't tilt camera on P3 Standard

I cant seem to get my camera to tilt when using the wheel on my remote. I have a Phantom 3 standard. Ive tried loading new firmware and re linking the remote to the aircraft. The app will let me tilt the camera if I fiddle with the tiny slider bar next to the take picture or record button on the app but its difficult to get that to even work consistently. PLEASE HELP

Try calibrating the remote controller in DJI GO -- like this:

Also, make sure the Gimbal Tilt EXP is not set to a very low number. If so, it's going to dramatically slow down the tilt or make it seem like it's not tilting if it's set close to 0.
