Charger not automatically shutting off

My charger is not automatically shutting off. I leave it on for about an hour and it still blinks all four lights. When I unplug it, and plug It back in, all the lights go out. The charger also gets very hot during this process. I had no issue for the first 6 charges, then this started happening. Anyone else having this issue.

It takes at least an hour to charge and also blinks all 4 lights for awhile while still charging. Leave it on for at least 80 minutes and see if all the lights go out.

The charger is built into the battery the psu is just supplying a constant 15v. The battery will balance it self at the end of the charge but if unplugged and plugged back in it will not restart the balance cycle.
