No, they are peltier chips, basically the piece of electronics that make a solid state refrigerator. It’s a thermal junction that can make current from temp difference. Very low power! Bet it takes forever to charge a battery

So it’s a thermocouple. To apply a DC voltage will produce the peltier effect (temperature gradient across the junction (cooling/heating). In this application it will produce a voltage proportionate to the temperature differential.
 
Same theory, just more surface area, large junction area, also can produce thermal with current, can’t make ice, but heat coffee or chill a beer! Better use by far! Ha Ha!
