As title suggest,I bought a monitor that has a 1300 mah battery in it,can I use the phantom charger to charge it or will I need to buy another balance charger for it?

Yes,. the DJI "Phantom" Charger is more or less a very basic/generic 2s, 3s and 4s charger for Lipo's as well as LiFE batteries.
If the 1300mah battery is a 3s, it will charge it without any problems.
(tho various what you plan to do with such a battery).
That said,. if you're hooked on this hobby, consider buying a digital computerized charger, they're not that expensive and offer a wealth of features.

when you get your digital charger make it 12volt one and also invest in a 12v mains charger with an 20 to 30 amp output, then you have best of both world's.
