Breaking rules to fly above Fog?

On first impulse, this would appear safe. The issue, in many places, is manned aircraft that could ascend through the clouds into your drone.

But they could descend from the clouds and strike your AC I think if your in a area were there should not be any aircraft starting above or below should be ok as long as you stay there!
