Blurry footage

So I took out my p4 to the beach today to record the surfer's. When I got home to review the footage all videos were blurry and not usable. Not sure why I recorded in 4k . This is really stressing me out. Do any of you have a clue or know why this happened . Thanks for your help

My settings were set to manual 100 -60 and no filter maybe that's why I forgot to put on my Nds
