Blanket permission commercial flights 200' ????

I've read this page twice and it SEEMS to give blanket permission for UAV flights with commercial intent provided it's under the 200' ceiling and not in restricted airspace. Perhaps I am not understanding it correctly as I am a newbie.

That's correct. But, it only applies to those people who have an exemption.
