Can anyone recommend the best software for editing RAW images and also
4K video on a Win10 based system?

Blackmagic's DaVinci Resolve 12.5 is highly regarded in Hollywood. It is free unless you want the higher quality codecs which you pay for. Not necessarily the easiest to learn though.
