Battery has an electronic switch which turns off in following conditions to prevent discharging/ over charging of battery:
1. Battery is charged to 95% or more and disconnected from charger
2. Battery gets 100% charged and remains connected to charger
That's why if you want to charge a 96% charged battery to 100%, you need to turn it on first.
It is safe to leave battery connected to charger even if it is fully charged but why do you want to take a risk even if it's low!
