Here is another way to look at the flight levels. We need to look at probabilities of collision with another aircraft. That is why the emphasis is on airports. Flight corridors should also be considered. If you are in the middle of nowhere in Nevada, fly anywhere and as high as you wish as long as you stay our of the flight corridors and elevations that commercial jets occupy. The odds of a collision in three dimensional space is what matters. Suppose you are going to fly in the vicinity of a hospital that has frequent helicopter flights, common sense would tell you to stay away from that area. In my case a crop dusting airport is in my vicinity and I have seen them fly over my house at around 200 feet. If I hear or see any crop dusters in the area I ground myself from flying even though the odds of a collision are very small. Just use common sense. There are places near me that the air force use to make bombing runs over public land at low levels and I would not fly in those areas.
