Why do I get 30 meter height restriction when using usb port.Hdmi no restriction but restriction when goggles in sub port??

You need to start up your Phantom while connected to DJI GO, wait until it's ready to fly, and then switch to the DJI Goggles. It's not the ideal startup sequence, but it's required in order to lift those restrictions.

Only apps restrict the altitudes to 30 m if they are not signed. HDMI connection doesn't use any app invoking any DJI APIs.
