which Tablet is the best to fly with a drone not only WIFI but also with 4G

You can fly any DJI drone without a smartdevice, just the controller.
Meaning: you don't need WiFi and/or Cellular.
WiFi/Cellular is only used to load maps from the internet. You can do this anywhere where WiFi/Cellular is available and then zoom in at the place you are planning to fly. The maps will than be stored on the smartdevice and ready to use when you're flying.
Or
You can configure your smarphone as a WiFi hotspot.
