Vibration Dampening Rubber Balls on P3P

I have noticed on my P3P that two of the vibration dampening rubber balls do not have pins and the lock caps. Then saw another person P3P with the same issue. So my questions is do all rubber balls have to have pins and caps on all 4 of them

Installing all four could cause the camera to vibrate (jello). Some people loosely install plastic zip ties in the other two holes as a safety measure.

It is not an "issue" they all come with 2 pins not 4.
