So the FAA is again crowing about their interpretation of how everyone should obey a bunch of documents which the NTSB has said is voluntary?

Every time the FAA speaks, their relevance and credibility on the topic of UAV use lessens. There's no distinction that can be made between the actions undertaken when flying for "commercial" use and flying for "hobbyist" use - other than in one circumstance an exchange of money is involved. The FAA's only concern here is figuring out how to get their little grubby paws on a portion of that cash, plain and simple.

I think the use of camera is still under debate in many countries as they consider using a phantom with a camera as "surveillance" and for that you will probably need permission.

Will be interesting to see how regulations will place out in the future.

In Dubai they offer a reward for ideas how drones can improve peoples lives.
