I understand your chagrin with this proposed legislation but FYI it is very late in the game to be objecting. Our lobbyists should have been all over this bill when it was first submitted. At that time letters and phone calls to your representatives in Sacramento would have done the most good.
This is a feel good bill made to "ensure citizens' right to privacy isn't infringed by evil drones". It is going to be tough to combat. You are right that other States will follow although it seems more sensible that they should all wait until after the FAA develops its rules.
