Pilots license with a Commercial Endorsement

I hadn't thought of this till now, if you hold a Pilots License (which I do) and a Commercial endorsement http://en.wikipedia.org/wiki/Commercial_pilot_license (which I do not) would that allow you to fly a UAV (for hire) legally here in the United States if the FAA gets its proposed legislation passed? Having the commercial endorsement allows a pilot to fly for hire, with limitations.
