Part 107 sample question

So I was going over the sample test online. On question 4 there is no correct answer for some reason. Is this just happening to me or is it supposed to be this way?

4 (Refer to FAA-CT-8080-2G, Figure 23, area 3.) What is the floor of the Savannah Class C airspace at the shelf area (outer circle)?
A. 1,300 feet AGL.
B. 1,300 feet MSL.
C. 1,700 feet MSL.
PLT040 / UA.II.A.K1b General airspace: Class C controlled airspace.

I think it's B - 1,300 ft MSL.
Even if I choose A - 1,300 ft AGL it comes up wrong.

Sample Test - Part 107
 
Programming error. They incorrectly try to explain that B is wrong because "elevations are never shown in just MSL" (confusing airspace with obstacles where that is true), but then the link what is claimed to be the correct answer also shows as incorrect, for the right reasons.
