I can download photos, but not videos

Ipad 2 air
Tried everything, when I download videos, the little circle starts like it's downloading then stops. Nothing in albums but my photos.
Connected to bird, everything is on.
Is this a software problem?

Kinda figured it out. First have to create moment, make a project to save as a movie. Not the raw footage.
