Well ,plan what you going to do
Where in city, what time off take off,how long flight is,what height will flight be,what actions be taken on this flight,landing point,,? Since flying over people you might have to look on a map to find safe way meaning less people which might be tricky,,we'll that's where I would start

Have you asked the city if they have a form for you to fill out. Sometimes you can get it from them so they are sure to have all questions answered. It may be worth a try to contact them and ask.
