Depends on what you mean by cheap and what you are trying to achieve. You could try a set of windsurfers available on eBay for $15 and take it from there.
If that's US currency, try googling FPVLR or MaxUAV to see what's on offer, you probably have a lot more access to specials or deals than we do over here.
