It does not work if its too dark. But it has to be a pretty dark area however. And it does work in Litchi for sure.
If it is too dark, you get a popup warning on the screen letting you know that the light is too low for OO to work.
Page 22 or so of User Manual does mention typical situations where VPS performance can be affected. Too dark means ie less than 10 lux but of course subject of experienced pattern, aka image content analysis.
Ask also yourself if you want to keep red lights on in such case.
