Has anyone been successful in reducing the minimum altitude for POI mode?

I am using a P4P and am interested in shooting lower level orbits.

Look into launching from a lower point if that's an option for your location.

You might want to consider Litchi. I think it's great, very flexible, and way more capable than Go4 for autonomous flight.
