can a CE 1313 controller be used with a phantom 4?

Trying to Link and and can not get Phantom 4 on he screen. Only Inspire.

CE 1313 is not a controller model number.
Look about an inch above where you see CE1313 and you'll find the model number

That's the controller for an Inspire 1.
It should also work for a P3 Adv or Pro and a P4 (but not a P4 pro)

I have tried to link to my P4 but can not get the controller to recognize a P4!
