Really below a 1000' is disturbing animal life?
I am a tree hugging enviromentalist and I just don't understand a 1000 '.....
Who enforces this?
Does this regulation over ride the FAA guidelines?

No, it 'adds' to the FAA guidelines - in the sense that it increases the number of 'no fly' zones. (However, according to the map at AirMap.io , there are no airports that intersect the NOAA 'no fly' zone along the Big Sur coast.)

I agree that the 1000' NOAA limit is silly. (However, even if they dropped it to some number >400', then we still wouldn't be able to fly drones there :-(

The bridge brings back memories. . . My wife and I were riding the PCH on a rented Harley (we were on vacation) and got stuck in a construction zone. No better place than on that bridge to be stopped for a construction delay!:)

I have flown hang gliders there, 3 or 4 sites just for that in fact. But I was not aware if a complete ban for drones is in effect.
