If you can afford the iPad Mini 4, get that.
Otherwise, instead of the iPad Mini 3, get the iPad Mini 2.

I use the iPad Mini 3 and I'm a happy user. Just remember that you are using a version with cellular. Then you can also use the GPS functions.
