No. It's only compatible with Apple and Android devices.

There is an app in the WINDOWS store, it runs on my stream 7 but will not connect video.
It seems like it is more for windows phone vs tablets.

go to store and search DJI VISION it is there!

i have found an app for windows and downloaded it, it connects to the wifi from my phantom but i don't get video either

i have a toshiba tablet with windows 8.1
