Apm 2.8

Please excuse any foolish questions, as I am completely new at this, but I am having trouble with my new apm 2.8 board on an f550 size hexacopter. I am using hobby power 30a escs, which have a 5v 2a bec (linear) as the power source for the board. I have the jumper installed. I am using a Radiolink at9 transmitter with the r9d receiver that came with it. When everything is connected, the board only has a dim green led lit. When the receiver is not connected to the board the board seems to function properly, with the pre-arm check failure LEDs blinking, but even with my Neo 7m GPS the apm lights flicker as if it doesn't have enough power. I have installed the newest firmware on the board and calibrated the receiver and esc's, but nothing I do seems to be able to fix the issue, and I haven't been able to find anything on my specific problem online. Any help is greatly appreciated.
