4k pictures and 2k video

I have a phantom 3 standard with a 2k camera. How is it that I can shoot a 2k video but take 4k pictures? Can I change this to all 4K by connecting to PC and running a diagnostic system program?

You can upscale to 4k with a video editing program, but you can’t go beyond your camera’s capabilities.

My question is about the SD card on the Phantom 4 Pro: obviously it’s too tiny to plug into a laptop or computer but apparently there there is some kind of adapter that I can use to download pics/ videos????
