What is a crowd?

I would like to know exactly what the legal definition for "crowd" is.
How many people are required to become a crowd?
You fly over a beach and there are a hundred people on it all scattered over a mile.
This is not a crowd in my opinion.
But if those same people were all gathered together watching a beach volleyball game, that will be a crowd yes?

You might be focusing on the wrong question? Instead of trying to determine legal definitions, I think you should concentrate on flying in a safe and responsible manner. If even one person is injured by your quad, you're going to be held responsible.

Just use your gut instincts and common sense. If you're flying over a beach that is sparsely populated, then you should have no problem. Hovering your quad 15 ft. over a crowded volleyball game is obviously douchey and dangerous.

To me, the only way to avoid all danger is to fly in the middle of the country, 50 miles from any living person, right?
At 25 mph, on a full battery, this thing could make it a long way. If it goes rogue, bam, trouble.
Im seriously rethinking this purchase. I love the idea, but the liability is crazy. I wish there was a failsafe, 3rd party parachute device that if it starts going batty you click a button and it deploys and lands safely... assuming you can stop the quads rotors.
