Security at the Warriors’ NBA championship parade tomorrow can detect rogue drones

Interesting article about the city of Oakland's plans to stop drones at the Warriors Championship Parade tomorrow (the dubious nature of how Dedrone will actually work in a congested urban center is another story -- not sure how "jamming" active drones or "intercepting" them over thousands of people doesn't make the situation more dangerous). The language used by the Oakland Police officer quoted in the article seems to indicate that while they're encouraging people not to fly their drones near the parade, there is not necessarily any binding law that they can use to bust anyone who chooses to do so. The parade site is not over controlled airspace (Class B, C, D or E); there doesn't seem to be any active TFRs planned for the event; and the site (specifically Lake Merritt) doesn't have any known local ordinances preventing drone flying.

Assuming one flies exclusively over Lake Merritt (not over people and away from buildings) and doesn't interfere with the manned helicopters that will surely be there, anyone see anything enforceable the police could call someone on?
