Several states have enacted laws giving law enforcement agencies very strict rules on their use.
Texas, however, has their law aimed at the private citizen.
In my opinion, after having read the text, I believe that LEA have defined the use of drones under this law in their own way.
In a nutshell, the law states that a person may not use a drone..
with the intent to conduct surveillance on the individual or property captured in the image.

Does this mean then that I can not take photos of your home?
Nothing in this law says I can't.

Then why was a UT student harassed by campus police for flying his drone high above the football stadium while a game was in progress?
Campus police spotted the pilot, took him and his bird to the station, released him, without known charges, and kept his bird.

Sorry Texas, but for one, you have no legal right to say who can and can not use your airspace for what ever purpose.
I can legally shoot pictures from an airplane, a helicopter, even a blimp, while flying over UT stadium.
I can legally stand on the roof of the tallest building nearest the stadium and take photos.
I can hire a 500 foot crane and snap away.
But as soon as I put that same camera on my drone?
I can get arrested and have it confiscated?

Sorry Texas, but photography is 100% legal!

Oh yeah, one more thing.
Isn't the University of Texas PUBLIC PROPERTY?
Having been built by, and maintained by, taxpayer dollars?
