It looks like it... but you still need to file a waver for the area your flying in. It will cut down on their reply times. check out the link.
 
I edited the thread title to make it more accurate.

This is a template to help us get Airspace AUTHORIZATIONS not waivers. Even though they are through the same web portal they are different and WAIVERS are reviewed manually where-as authorizations "Could" be automated in the very near future.
