Is there a software/app that allows you to control multiple drones from a single dashboard and also stream the video?

Welcome dronemaster. I'm not aware of any devices (phone, tablet, etc.) that can support more than one drone. The drone connects either via a cable or wi-fi.
Take a look at atlasdynamics.eu and I think You will find a system there You can handle a swarm of drones from one singel Remotecontrol. Very interesting drone but not a cheap one.

UgCS can control multiple drones. Practical experience - 300 drones managed from the single ground station.
