I have a phantom 2 basic no camera and factory controller. Is there a way to send the drone to a specific altitude and distance away? IE. 400ft altitude 400ft distance.

Nope the P2 is Strictly a line of site drone

Yes, one way of doing it will be to set the maximum distance and height on the XYZ coordinates on the pc app both at 400'.

When the drone reaches 400’ht and 400’distant will it stop and hover or return home automatically (failsafe)?

No, it will just stay there until the low battery triggers RTH.
