You could try making a Windsurfer based on the instructions here, there's a post on it somewhere. I printed out the template and made an antenna from a piece of aluminum plate and some foam standoffs. I've gotten 2500 m or 7500 feet from this cheapo thing that cost me a buck at most. The signal is very directional at max distance though, you have to keep the remote steady and pointed at the bird to avoid an RTH from signal loss.
