When I select 2.7k I am only able to chose 24 or 25 fps... where is the 30?

You have to choose NTSC instead of PAL in picture settings.

I opted for PAL... which is/was standard basically in UK - and did teh same here in Oz... your link confirms that PAL is "standard" in Australia.
Which may explain why after the update the video options do not show the 27k.
I am no expert on video standards but the info on your link target states USA is 525lines.
UK was 625 and I assume aussie will be the same.
Just wondering if I can switch to ntsc... and convert the file into .mov or mp4
