a) Pilot's license
b) amateur radio license
c) commercial radio station license
d) driver's license.
The answer is d, driver's license.
All other licenses shown are issued by the US federal government. When the US federal government is granted full authority to
govern, no state may make a law which also governs that same issue. So no state may issue a pilot's license for any reason.
This new law in NC is attempting to govern UAV's when the US government has already stated that UAV's are NOT to be regulated in any way.
