My understanding is there's a inner and outer circle. The inner is the true NFZ and you can't takeoff. The outer you can takeoff but are limited in altitude.
The strict no fly zones in my local area are actually very small (red), the yellow areas you need permission via the Dji geosystem unlock page, green shades just be aware of what is in the air, but you are not restricted from flying.
Not tried it, but the theory is thanks to geofencing the Phantom will not even start never mind fly.
I live near the top of that map, on a flightpath for local international airport (red/yellow near Doncaster) and yet I am not even inside a green circle (Belton area)
