New to Drones

You don't need to have cell service for your tablet. I have Nvidia Force K1 and it has GPS but doesn't have cell coverage
You can also cache maps to your tablet of the area you will be flying in and then you will have everything you need. Your Phantom obviously has its own GPS
P3A is the obvious choice at the mall meant with better range and lightbridge for video transmission not on the P3S.

You can cache these maps at home when connected to WIFI and as long as you survey the areas you will be flying in no problems

You can also simply hotspot a smartphone and connect your tablet to that WiFi, works great. In regards to what to purchase, you really should keep an eye out for one of the many P3 Pro's coming up for sale now that many people are jumping on the P4 bandwagon; you should be able to get a smoking deal on one right now.
