ND 4-16 or 16-64 filters?

Simple Answer: Rotate the polarizer ring while looking at your display. Rotate it until you see the polarizer reduce the max amount of glare and the most increased color saturation.

It is really hard to discern any differences in light and glare both on my iPad 4 and on my iPhone 6 Plus. I'm using the Neewer PL set.
