It's likely future regulations will require drones to be equipped with an autonomously parachute system if it will be flown over people -- like the MARS chute system.

They did show a broken and detached prop. It is not clear if the prop came apart in flight or on impact. The woman's hair was embedded in the motor with the missing prop and that arm was clearly buckled. The prop lock appears to be intact.

Yes, it's obviously unclear, but being the same rotor with hair, it's quite possible that propeller got broken/detached while striking the woman's head. A quadcopter that misses a motor or propeller doesn't fly too far. It will flip like crazy while falling to ground. Still, it's possible, yes. I would think there is an user error here.

Yes, flying over people is a user error but what made it fall out of the sky? I would love to see the log file.
