In manual mode it will toggle between, shutter speed and ISO :)

Watch the camera data line on your screen when you push it in.
It's cycling through the different camera settings and changing them to blue.
When the one you want to adjust is selected (blue), then turn the wheel to make the adjustment up or down.

It will also 'Pause' the flight and cause the aircraft to hover IF you are flying in a programmed mode.
 
Sorry folks - should have watched the video. That will cycle you through the camera functions: f stop, shutter speed, etc
