I don't understand this

I go to any public park in NJ or PA. The first I read before I go inside is their rules and regulations. None of them stipulate that drones are banned. I even go to their website to make sure I am updated with their rules and regulations. Nothing I see write about drones, and yet there is always someone... Park ranger or someone that work in there that will tell you... "Drones are not allow here". I just don't understand why when they don't even mentioned in any of their rules or policies.
 
Ask them which specific law or ordinance is applicable. If they can't cite, inquire further with the parks department.

It's possible they are applying a "general nuisance" clause.
