It sounds like one of those comedic skits:
"Boss, we had problems with drivers speeding on the highways again last night."
"Again? Did you shut them down?"
"The highways?"
"Yeah, on the highways, the roads or wherever they're speeding. Make sure they are stopped."
"Are you sure you want them stopped? Couldn't we just..."
"What's wrong with you? I want them all stopped! Do it now or you're fired!"
...
"The boss wants us to shut down all the highways and roads because of the speeders."
"What? That makes no sense. Are you sure?"
"I think he's gone crazy. He said he wanted them all stopped right now. Shut down all the highways and roads."
"OK fine. But after this, I quit."

Yes but it's Spain! So (just like the French) nobody will take any notice of these laws and just shrug their shoulders.
I saw a further post stating it's related to commercial operations. However, it's the thin end of the wedge.
