Is there anyone who can help me with my problem , I can not use the function" Follow Me " every time I start it up I get the following error " signal too weak " I use an Ipad Mini 2

If it's not a cellular version of the iPad then it doesn't have a GPS device. I had the same problem before I realized that.

You need to use a device with a GPS receiver built in. As jdgilbert points out, Cellular iPads have GPS. Non Cellular models don't.

All iPhones have GPS so you can use one for the 'follow me' flight mode. (I still prefer active track which doesn't require a cellular capable device).

I figured my iPad mini 4 had gps, as it said the locations of places when I didn't have internet. It is not cellular. But it follow me does that, I guess not.

Non GPS iPads (AKA WiFi Only iPads) determine their location by triangulating nearby WiFi signals.

This system works quite well in populated areas where there are many WiFi systems, but it's not GPS which uses the signals from satellites orbiting the earth.
