What is going on here? Recently, there have been more frequent reports of drones near airports. Is this a matter of coincidence or can we gradually speak of a deliberate attempt to disrupt air traffic.

We cannot know what was seen in the sky, once again the perpetrators were not found, and it is becoming the default mode for all sightings.
A few days ago a commercial flight approaching the UK, reported seeing a drone pass close by at 10000 ft AGL, which may be possible, but seems unlikely.
Expect a rash of problems soon as Christmas present cheap drones, hit the skies. Legislation is underway soon.

They need to catch before they can prosecute

I guess my point is that if you're not using the existing legislation to prosecute these people then why add more legislation? These people flying illegally at Gatwick are already subject to a five-year prison term.
