Drone flight permission for Istanbul?

Hey everyone,

I have a production in Istanbul in 2 weeks and I tried to call the aviation administration, but they don't speak English (just a few words). Does anybody know if it is allowed to fly a drone (DJI Phantom 2) in Istanbul?

I googled it for hours but I couldn't find anything.

Istanbul has restricted zone for airport and some warning zones, on the map. Flying in the city for __commercial__ purposes may be a problem, but I've seen no bad stories about flying in Turkey.
