Very interesting read indeed. Considering Disney is seeking an exemption from their own NFZ in order to fly their own drones, I question the loophole pointed out above.

EDIT: If you read the NOTAM, you can quickly see why Disney is seeking an exemption to their own NFZ. It is because they have specifically made a provision that unmanned and radio controlled aircraft are prohibited.
"ALL AIRCRAFT FLIGHT OPERATIONS, INCLUDING UNMANNED AND REMOTE CONTROLLED AIRCRAFT, ARE PROHIBITED WITHIN A 3 NMR...."

So, if there ever was a loophole, it appears that it has been closed.
