More money than brains. No good on them - they obviously realised they dodged a bullet there.
A tricky environment to have RTH operating in - you don't want it ascending because of the tree overhangs, but then you don't want it autolanding because of the creeks. You more or less want it disabled at the low battery mark.

I set my RTH to 75 meters and I still check it before each flight. Not many trees around my parts that tall... Or worse; power lines.
This is why it's so important to set RTH height. This could happen if you go behind a building and loose contact. It will smack into the building if RTH isn't set high enough.
